For change control purposes, how does one protect changes to the forms of an ACTIVE process?

The system already provides that security. You cannot make any modifications once the process is ACTIVE.
Only small modifications that do not affect the workflow are allowed, such as adding users to a participant or creating a new field that is not involved in the workflow.
