Is it possible to give a user only the right to preview the workflow form and nothing else ?

We would need more details to properly answer your question. What do you mean by “preview the workflow form”?
Do you want to give a user access to see all the requests of a process? In that case, you are looking for a process supervisor. A process supervisor is a participant who can view the forms but cannot modify them if he is not also an actor in the process.
