"..exceeded the maximum number of administrators allowed by license" but only 2 of 3 are assigned

We are not able to assign another worker as an administrator even though only 2 users appear when searching for Administrators (selecting “All” for “Directory” and “All” for “Status”).

Update: The web.config has the person listed. Do we need to remove him from that then add him as an administrator through the web interface?
