# Step with Participant SYSTEM and notifications with To Do checked

If a step has the Participant set as SYSTEM and the Notification for To Do is checked, where does that go? Does everyone who is a participant in the process receive it?

Hi James,

Since the action is assigned to the system and the system does not have an email, no emails will be sent.  
“Todo” and “Action cancelled” notifications are checked by default whenever any action is created.
